This is some weird icey/tentacley thing done with Photoshop and once again, almost entirely out of filters. I had one that looked better, but I accidentally deleted it, so you'll have to deal with this one! They're easy to make, you just gotta play around with settings and stuff.

i've actually made something exactly like that, i think i found it on good-tutorials.com...but yea, even though i've done it too, i still think it looks crazy cool, its not up on my gallery yet though.
